The “essence of crisis management” is to prepare for the worst-case scenario without giving up.
It has long been said that the scariest things are 1. earthquakes, 2. thunder, 3. fires, and 4. fathers. However, fathers have lost their authority, flame resistance has progressed, and thunder has come to be announced as a “lightning probability” due to advances in weather radar. Nevertheless, it is impossible to predict when and where earthquakes and subsequent tsunamis occur in modern science. Until now, NHK has produced 12 MEGA QUAKE series, and warned the people about the Nankai Trough Mega Earthquake, the Tokyo Metropolitan Earthquake, and the eruption of Mt. Fuji. However, this is only a warning, and the way to protect life is limited such as fastening furniture. We think it is unfortunate that there has been no introduction of private companies that consider “How can we save people's lives before the ‘X-day’ of the disaster?”, which is the main pillar of disaster countermeasures, apart from the latest research information of seismologists and volcanologists. We have devised the In-House Crisis Management System that can save people’s lives. We identified three companies that owned the smartphone application system needed for this system. By incorporating the one-of-a-kind technology and skills of SMEs into this system, we made it possible to save your own life and the lives of your family with “Earthquake prediction - information earlier than the Japan Meteorological Agency - direction to escape from the tsunami and surrounding map” etc. By providing this information to managers in the potential disaster areas, the system can be used to help employees and their families, as well as group companies and business partners. There are no competitors in this business. According to the Ministry of Economy, Trade and Industry's “ICT Service Case Studies Contributing to Disaster Prevention and Mitigation”, listed companies and major system companies are given, but the current situation is that there are almost no business alliances between listed companies and major companies that transcend industry and field. If we were to compare it to the human body, our company would create the brain and skeleton of the system, and the three companies would act as the muscles. Rather than the individual application systems owned by each company, it is possible to make up for the shortcomings of the system by making use of the characteristics of each. The operation and management of designated evacuation centers and welfare evacuation centers established by disaster-stricken local governments has been manualized according to the “Evacuation Center Management Guidelines” created by the Cabinet Office Disaster Prevention Section in April 2016. However, the operation and management of evacuation centers are diverse. Starting with the management of the residents, the staff are busy with dealing with injuries, managing the physical condition of the elderly and infants, distributing food and drinks, and reporting the situation to the disaster response headquarters. However, despite being in the digital era, most of this work is reported manually by facsimile or handwriting, which imposes a further burden on the staff. The Digital Agency is now leading the way in the development of a full-scale digitization of the Evacuation Center Guidelines. During the Q&A session between Committee member Maki Misaki and the government at the House of Representatives Special Committee on Disasters held on June 1, 2023, The “Next Comprehensive Disaster Prevention System”, which will be in operation in 2024, completed demonstration experiments (Kobe City, Fukuoka City, Niigata City) at the end of March this year. When the staff heard about the effects of the introduction, they said it was “80% easier than before.”

The construction of a nationwide disaster response network by the government (Cabinet Office) has many advantages, such as the centralization of information on disaster sites and evacuation centers, and the speeding up of disaster relief and assistance. “Disasters won't wait,” as they may happen tomorrow. We would like to prepare for the “X day” of a disaster by completing the demonstration experiment and full-scale operation.
